QL+ Board of Directors

The QL+ Board consists of three key players, united by a shared commitment to foster technological innovation in areas that serve the people injured in the line of duty while protecting our country.

Jon Monett

Jon Monett serves as Chairman of the Board and President of the QL+ Program. Mr. Monett’s primary duties for the Program consist of strategic planning and developing opportunities for furthering the charitable purposes for which the Program is designed. Jon Monett was the founder, and is the former Chairman and CEO of Telemus Solutions, Inc, a global provider of security and intelligence solutions. Mr. Monett made the transition into the global business arena following a distinguished career as a Senior Executive in the Central Intelligence Agency.  Mr. Monett has a degree in Engineering from California Polytechnic State University, a Masters Degree in International Transactions from George Mason University, and a career in technology-oriented development programs. He lived abroad for many years and worked on all continents gaining immeasurable experience in both the public and private business sectors. This experience, in addition to his contacts and skills make Mr. Monett the ideal director of QL+ Program initiatives.


Richard L. Holm

Dick Holm is a famed American CIA Operations Officer who served under 13 CIA Directors and was winner of the Distinguished Intelligence Medal, the CIA’s highest award. Holm joined the CIA in the 1960s, and in his first assignment served in the CIA's secret war in Laos against the Communists in the lead-up to the Vietnam War. Holm was then posted to the Congo where he suffered near-fatal burns over 35% of his body following a plane crash. His horrific burns were treated by local tribesmen with a black paste made of snake oil and tree bark. He remained in their care for 10 days until he was finally rescued and quickly sent back to America for medical care. His body permanently scarred, Holm returned to service after two years of extensive and expensive medical care in the United States, serving for several more decades in the CIA and achieving legendary status within the Agency. Holm’s incredible experience in working within the American intelligence community and in dealing with the dangerous ramifications of the same will assist him in helping to set policy for the Program and its efforts to help wounded veterans.


Col. David Hunt, U.S. Army (Ret.)

Colonel David Hunt has over 29 years of military experience, including extensive operational experience in special operations, counter terrorism and intelligence operations. Most recently, Colonel Hunt served as tactical adviser in Bosnia, where he facilitated all national intelligence matters for the Commander in Chief. Prior to this, Colonel Hunt served as counter terrorism coordinator to the Summer Olympic Games in Seoul, Korea. Colonel Hunt planned, choreographed and implemented the first United States national response for an Olympic event. In conjunction with Korean National Intelligence and the Korean Crisis Response Agency. He has served as a security adviser for the Federal Bureau of Investigation as well as state and local police officials. A graduate of Harvard University's John F. Kennedy School of Government, Colonel Hunt holds a Master's degree in English from Norwich University.


QL+ Officers

Scott Monett, Executive Director

Scott serves as the President and Executive Director of the QL+ Program. Scott is the former President and founder of Monettech, L.C., a communications services company located in McLean, Virginia. The 16-year old company provides voice and data wiring installation, telephone systems and solutions, and computer networking services. Scott also has significant experience working for non-stock and other charitable entities. His experiences include: (a) serving as the President of the McLean Planning Committee; (b) Founder and President of Tysons Tunnel, Inc., a public advocacy group; (c) serving as Chairman of the Greater McLean Chamber of Commerce; (d) representing the Dranesville District on the Fairfax County Small Business Commission; (e) serving as a member of the Board of Directors of SOC Enterprises, a non-profit organization that assists, supports and empowers people with disabilities to achieve employment, independence and integration in the workplace and in the community; (f) serving as Vice Chair of the Great Falls Group of the Sierra Club, a national environmental advocacy organization, and; (g) serving as a Director of McLean Project for the Arts, a not-for-profit organization that promotes contemporary art and artists from the mid-Atlantic region.


Scott Dondershine, Secretary, General Counsel

Scott is licensed to practice law in Virginia, Maryland and the District of Columbia. He is also a Certified Public Accountant and began his career in public accounting for a big five CPA firm. Scott has also served as an officer and director of the Greater McLean Chamber of Commerce and Tysons Tunnel, Inc. Scott’s wealth of knowledge and experience in business and legal issues will assist him in guiding the Program through its legal requirements.


Demetra K. Matthews, Treasurer

Demetra is a self-employed Certified Public Accountant, providing a full range of accounting, tax and business consulting services to individuals and a variety of industries and sizes of companies. Prior to being self-employed, Demetra accumulated nine years of auditing experience with an international accounting firm and nine years of tax experience with Washington-based firms. She also spent seven years as a consultant to clients of an international accounting firm in the role of controller. Demetra also has significant experience working for non-stock and other charitable entities. She has served as a trustee for the McLean Citizens Foundation, as an Officer and Director of the Greater McLean Chamber of Commerce, and as a Director of the Northern Virginia Chapter of CPAs.
